The total annual amount of emergency stocks to be held is calculated as the highest value between 61 days of consumption and 90 days of net imports during the past year. This quantity is proportionally split into those products which has covered 75% of inland consumption in the previous year.
The obligation to hold emergency stocks starts on April 1st of each year. Emergency stocks are held by OCSIT and all of the Oil Companies which provided petroleum products for final consumption on the national territory over the past year. Emergency stocks can be defined as "Specific" if held the form of the most consumed products (Motor Gasoline, Gasoil, Kerosene type Jet Fuel, Fuel Oil) or as "Free", if held in the form of the petroleum products listed in Annex C, point 3.1, paragraph 1, of Regulation (EC) no. 1099/2008, with the exclusion of LPG.
